A phrase you see often in radio packages. Knowing what sits behind it makes choosing the right package easier.
Everyone who opens your station uses as much of the line as your stream quality requires. Two people use twice as much, a hundred people a hundred times as much. So listener numbers are not a promise but a simple multiplication: stream quality × people listening at the same time.

One thing stands out in the table: raise the quality and the same number of listeners takes up far more room. A thousand people at 320 kbps need two and a half times the line a thousand people at 128 kbps do. A package promising both high quality and unlimited listeners grows this multiplication from both ends.
A server never holds a single station; dozens of stations share the same line. The fact that a server has a 100 Mbit or 1 Gbit connection does not mean that figure belongs to you. It is the total capacity shared by every station on that server.
Here is what really matters: no portion of that capacity is reserved for you, and none of it is guaranteed to you. The line is divided according to how many listeners each station has at that moment.
An example: on a shared 100 Mbit line, 800 listeners of a single station broadcasting at 128 kbps are enough to fill it completely. Every other station on that server is squeezed for that hour. In other words, your stream can stutter even though your listener count has not changed and you have adjusted nothing.
These sound technical; in fact each one is something the listener experiences directly.
If something is genuinely unlimited, it cannot tell packages apart. Three different names, three different prices — but if all three say the same «unlimited listeners», the difference lies somewhere else.
This does not mean anyone is acting in bad faith. It shows one thing only: listener capacity has never been defined. An undefined capacity causes no trouble while you are small; it causes trouble on the day you grow.
When the line fills, two options are usually offered: move up a package or buy extra capacity. For most people that is the day they first learn a limit existed.
